I wonder: Is it possible that, in boasting of their country’s supposed nuclear prowess, the Iranian government wants to lure the West into being the first to attack — thus supposedly “legitimizing” their terrorist attacks against us in response?

I don’t think it is quite goading. But there are several factors.
first, we have to understand why Iran is threatening Israel. My suspicion it is because it sees Israel as influencing US policy.
It wants some sort of direct negotiations with the US. It wants a few things.
It would like a pipeline through Pakistan to India.
It would also like some assurace we won’t invade first.
It probably truly wants energy that’s not related to oil.
hardliners in Iran want power. They can unite Iranians by reminding how badly Palestinians have it and by asserting nuclear capability. And if the USA invades – no internal resistance. my main suspicion is that this is done mainly to consolidate internal power. I’m guessing that the hardliners are losing the cultural battle. Unfortunately, our lack of understanding plays into this.
If Iran is to negotiate with the US, it wants to do so from a position of strength. Thus the threats.
Not to say that the president of Iran isn’t obnoxious. And you are more correct than most analysts who believe, incredibly, we should take Iran at face value (why take their threats seriously and not their assurances?).
Of course, I think Bush would love another invasion….
